2024 Development Seminar
The University’s 2024 (Academic Year 113) University Affairs Development Symposium was held under the theme “Advancing Key Forward-Looking Future Fields and Strengthening Quality Smart and Innovative Education.” Led by the President, the event brought together colleagues from across the University and featured distinguished experts with profound academic backgrounds and extensive administrative experience as keynote speakers. They delivered insightful presentations and engaged in meaningful exchanges. The symposium was successfully completed on January 10, 2025, at the University Administration Building.

President’s Remarks
Dr. Chi Li-Ping’s Keynote Speech |
Dr. Chi Li-Ping, former Director of the Aeronautical Systems Research Division at the National Chung-Shan Institute of Science and Technology and current Program Director of the Angel Project, was invited to share his valuable expertise. His keynote topic, “Development Trends in Global UAV Combat Applications—Recommendations for Universities,” began with Taiwan’s competitive advantages on the global stage and covered three major areas: “Recent UAV Combat Applications,” “UAV Development Trends in Major Countries and China,” and “Current Status of Taiwan’s UAV Industry,” including in-depth analyses of UAV technology used in the Russia–Ukraine war.
Dr. Chi highlighted strategies the academic sector should prepare for: Strategy 1: UAV systems are inherently international and interdisciplinary—emphasize integration and innovation, Strategy 2: Participate in national technology initiatives and track global trends, Strategy 3: Strengthen global competitiveness and cooperation, Strategy 4: Reinforce cross-disciplinary learning, and Strategy 5: Promote industrial development. He further recommended establishing local key industries to form industrial clusters. His insights greatly benefited all attendees.

Director-General Yang Yu-Hui of the Department of Technical and Vocational Education, Ministry of Education, also attended the symposium to offer guidance. Her keynote session, “Key Considerations for University Regulations and Administrative Operations,” reminded colleagues to ensure all administrative practices comply with local, national, and international laws and regulations. She emphasized staying informed about legal updates and maintaining high sensitivity and decisiveness in crisis situations.
Director-General Yang used examples such as “Criteria for Faculty Promotion,” “Regulations on the Management of Self-Generated Revenue under University Endowment Funds,” and “Procurement Cases” to highlight the importance of reviewing relevant regulations, identifying key points when drafting rules for income and expenditure, and evaluating the feasibility of establishing open contracts for recurring procurement needs based on past and current requirements.

Director-General Yang further discussed topics including regulations on “University Affairs Meetings,” “Qualifications for University Affairs Representatives,” “Qualifications for President Selection Committee Members,” “Dean Selection,” “Authority of Presidents Before Leaving Office,” “University Evaluation Cases,” and “Article 22 of the Teachers’ Act.” She emphasized the need for precise legal interpretation, participation of legally knowledgeable personnel in related meetings, clearly defined representative qualifications, adherence to regulations in university affairs resolutions, explicit consequences for violations, and reasonable limitations on personnel appointments before a president leaves office.
She also reminded colleagues to ensure accuracy in evaluation-related documentation and stressed that teachers must uphold higher standards of ethics and professionalism than general societal norms. Faculty evaluation committees should not base decisions solely on legal innocence; their standards must exceed minimum legal requirements.

Finally, Director-General Yang reminded colleagues once again to follow government policies and official regulations, maintain sensitivity and awareness, avoid internal conflict, and work together to face the challenges of higher education.

The symposium, enriched by the guidance of aerospace experts and senior officials from the Ministry of Education, provided attendees with in-depth insights supported by quantitative data and real-world cases. Participants gained a deeper understanding of global technological changes and were encouraged to explore new possibilities for the University’s future development. The event also encouraged colleagues to approach issues from a legally compliant perspective to prevent internal friction. Whether in building consensus, inspiring innovation, or solving practical problems, the profound and engaging presentations offered valuable perspectives and practical solutions that will significantly benefit the University’s future development.
